In the UK, all numbers starting with 07 are mobile phones, pagers or 'personal numbers'.

No numbers beginning with 07 are premium rate, although all are usually more expensive to call from a landline than an 01 or 02 landline number.

07595 is normally used for O2 mobiles, so should not be unusually expensive to call. Some other 07 prefixes can be more expensive.
