There are 2 ways one can become a military recruiter:
1. complete a volunteer packet request recruiting duty, you will have to meet all the requirements such as, age, height weight, financial security, be mental sound and no currently under any form of punishment
2. Be selected for recruiting duty
Keep in mind either route and if you do get selected for recruiting duty it is not a career ending duty, it just like any other position in the military will either make or break you, it is only how you conduct your operations without questioning your morals or integrity.
You simply go to a nearby Armed Forces recruiting centre (you can find the listing in the phone book), speak with a recruiter, and proceed from there. Additionally, you can request information and to be contacted online (see related links at the bottom).

No - the minimum age to join any branch of the military is 17, and only with parental permission (signature on your entrance application). Those who are younger can of course join the various military schools and cadet programs around the country in preparation for later military careers.
In the Canadian Forces, yes. In the US Army, you need parental consent to join at 17, but you can't join at 16.
