The same reason they occur now - they are part of the natural cycle. If you are referring to a supernatural occurrence I cannot think of a storm in on the Galilee being caused by God according to Scripture.
Perhaps you're thinking of Christ's calming of the sea? God apparently did not cause that storm in any miraculous sense but He (in the Person of Christ) supernaturally caused it to stop. That demonstrated Christ's command of the elements and His divinity (although not understood by the disciples at that time).
