Do you mean how do you 'reach' the mission folder? If so...
At any save point, enter the menu (Triangle) and select ( X ) 'Missions'. This takes you to the Missions section. Select any of the (current) available folders. Any unchecked, named mission is one that hasn't been completed. Most of the time, you can find these by following the flashing 'New' that sits by any folder with a new mission in it. It only vanishes after you've entered the mission once, so it's pretty reliable until it comes to missions you've entered and haven't completed, but those aren't very hard to find anyways.
Various Missions become available as you progress through the game, most of them you unlock by completing other missions.
You CAN re-enter already completed missions, if you feel that you missed something important in it (trust me, it happens).
