If you want him to be responsible, you can make him open his own accounts like checking, credit card, cell phone, etc. The bills will be in his name and if he doesn't pay them, he will be responsible for the consequences. You may be setting him up to have credit problems in the future. But fiscal responsibility is something he should have learned more about earlier in his life.
