No he does not, when talking to one king Mencius tells him about when superiors and inferiors fight it will create chaos and when talking to another he tells them that the minister could be overthrown as well as the king. In a sense it is consistent because he answers all of the kings' questions truthfully. It all depends on how you look at it.
