What I've heard is Texas is known to have the most whitetails in the nation. Though their body size may not average more that 150 lbs. Texas is known for producing some of the highest scoring racks in the nation. The bucks there can be really really big in the antlers.
North Carolina has an unlimited daily and season bag limits. As long as you have enough tags you can shoot as many deer as you would like. As a resident I am given 6 tags at first, 4 bucks, 2 does. After my tags are filled I can return to a licencing agent and purchase 2 more antlerless tags for 10 dollars. I can do this as many times I would want. Also you can purchase as many extra antlerless tags at once as you would like. For instance when I get my big game tags I also purchase to antler less tags at the same time. Yes, there are most certainly whitetail deer in California, but there is a 'shortage' of which the cause it not yet known as it is not know if this is due to environmental factors, or competition from the black-tailed and mule deer population.
They do live in packs, but most male deer you will see them by themselves every once in a while.
Water is the simple answer. But deer get most of their moisture from the plants they eat. I have watched deer eat snow. I assume they are doing that for the moisture.
