Sparta's government was different than other Greek governments. They had two kings ruled the city, but a 28-member council of elders limited the powers of the kings. These men were recruited from the aristocratic Spartiates.

The structure of spartan government was made of oligarchy,monarchy(dual kingship) and democracy, its belived this system of spartan government was incorprated by the legendry, law-giver Lycurgus as a mixed constitution. The state was governed by the council of elders, the gerousia, which initiated ligislation and created the agenda for the assembly to vote on. There were two kings, both members of the Gerousia and served as commanders of the army. Only one king would go on campaign. Five ephors, one elected from each of the five villages that formed sparta.elected by the apella annualy and only once. supervised the kings on campaign. And excersised control over every aspect of spartan life. The apella(ekklesia) was the general assembly of sparta, open to all male citizens over (30).
