Jefferson and the Republicans believed in state rights over a strong central government. If seemingly unlimited powers were awarded to the national government, they would be no different than the British monarchy. While a national government was essential, Jefferson and his party believed their powers should be curtailed so not to conflict with state rights.

Implied Powers
Thomas Jefferson was co-founder and leader of the Democratic-Republican party. The party supported a strict interpretation of the Constitution, neutral relations with European powers, and stronger state governments. Its main opposition was the Federalist Party.
Thomas Jefferson was opposed to federalism, which controlled the federal government and called for national banks and tariffs. Jefferson also disagreed with the idea of implied powers which gave ambiguity to what the government was allowed to do with its power. In response to this, Jefferson created the Democratic-Republican Party.
