Of course he does. But usually, people who ask that have heard on some talk radio program or read in some commentary that the president is a bad guy who doesn't care about the American people. This was true under President Bush and it's true under President Obama. Political opponents often translate their opposition to the president into claims the president doesn't care. These claims are false. I may disagree with a president's policies, but there is NO evidence that president doesn't care about the society-- we may just have honest differences of opinion about the best ways to help the society move forward. So, yes, President Obama cares about the society, and not everyone likes the way he shows that concern, just as many did not like the way President Bush showed it.
