Congress was hesitant to add Texas to the U.S. primarily due to concerns over the expansion of slavery and the potential for sectional conflict. Additionally, there were fears that adding Texas might provoke tensions with Mexico, which still considered Texas its territory. These geopolitical and social concerns contributed to the reluctance to annex Texas for several years.
