Not if you are at the dashboard, this is with the new update that gives you avatars, go to the My Xbox panel. Scroll right to System Settings, click on Console Setting, go to Shut Down, Turn background downloads on. Now you can shut down your 360 and still be downloading. Once your downloads are complete then the Xbox will turn itself off.

The 360 is much more common than the Xbox ever was, not to mention Xbox LIVE over the 360 and One is the same network, vs. the original LIVE which was independent from the 360's version.
