Chart Type and Chart layout would be part of the Chart Tools. Chart layout is about how the chart looks, like what titles are on it, settings for the axis, legends and their positions on the chart etc.

Yes. I have, it just depends on what the nail stylist can do, and also what tools they have if its a skinny design. The design chart is only for advertisement. They can do anything, they only advertise popular designs though. Just bring a design, explain it, and then they'll do their best.
