They can but boats kept in bays aren't as protected as the ones stored in harbours. It all depends on the bay. If the bay is too wide, too open or too big, the bay is not good for boat and watercraft storage. That's why most people prefer harbours, then bays. But in order to keep boats in a bay, the bay has to be small and less wide to protect the boats against water damage.
