If it happened all at once (for instance tomorrow), life would be pretty crappy at first. Nations and governments would utterly freak. Tons of people would be without power, because they rely on power stations which utilize coal. Hundreds of little mining towns would be wiped out, and a lot of miners out of work. There would almost certainly be riots, and possibly even war. After that, though, it would be okay. There are enough alternative energy sources around that people could fairly easily switch to something else. Miners would be out of work, but the influx of new energy jobs would do a lot to offset that. Mainly it would be a death blow to the big coal companies, and set back China pretty horribly, since they've been spending a ton of resources opening up coal mines at a tremendous rate. If coal was gradually wiped out, then there would be very little trouble. People would slowly gravitate towards alternative energy sources as coal became scarcer and thus more expensive, and as miners went gradually out of work they would find new jobs without flooding the job market with an overflow of unemployed people.

That would be pretty rare. The process that forms gemstones, and the process that forms coal are two entirely different matters. Where you find one, you would be unlikely to find the other.
