London is in England.

The United Kingdom doesn't have States, the closest equivalent the English County, such as 'Hampshire, Essex, Kent, Lancashire, etc. Most of the larger cities are 'metropolitan counties' in their own right, and London is no different, with it's legal county being 'Greater London'.

The City of London, a one square mile section of central London famous for being the financial centre, is a separate place from London, and has it's own county - called 'City'
