Former President Theodore Roosevelt was the Lieutenant-Colonel of the Rough Riders. This is the popular name of the First United States Volunteer Cavalry.
The official commander of the 1st United States Volunteer Cavalry, or the Rough Riders, was Colonel Leonard Wood. Teddy Roosevelt was his second in command.
His cavalry unit in the Spanish-American War was called "the Rough Riders" by the press. I don't know that anyone referred to TR personally as "Rough Rider," though he was a Rough Rider.
