They arrived their because the Aztec Indians were walking to find their home where they were guided to by their gods. The Aztecs were to settle (according to the gods) where there was a prickly pear cactus, a eagle with a wiggling snake in their mouth. When the Aztecs arrived that is what they found. Vulnerability to earthquakes is the most important. The city itself was built on the dessicated remains of Lake Texcoco, thus the underground is prone to "soil liquefaction" during strong earthquakes. Also, water table depletion poses as a problem; as underground aquifers are over-exploited, sinking occurs. Some areas of the city sink by a couple of inches each year, resulting in cracking streets and sidewalks and from time to time, buildings that have to be evacuated due to unstable foundations.
