Usually on a PC you have one user account that is a amdinistrator and one or more guest accounts or other users. If you look on the control panel it is under user accounts. In XP it is start-settings and contol panel. Also in xp you can look in the help and support that is also in the start menue. If you have Vista, that is a little different than XP. In vista use your help and support under change users or adminstrator accounts. Hope this helps.
Just run "regedit" command from DOS..
You can start registry editor using command prompt by using "regedit" command. You can also use registry tools such as "regedit /restore" or "regedit /fix" etc.
Start - Run - type "regedit" and then enter

start -> Run -> regedit

go to start>run. then type regedit and press enter. or if you dont like this then go to start>programs>Accessories>command prompt. a window will be opened then type regedit in it and press enter. this way you can openRegistry Editor.
Login to the computer as an Administrator or someone who has administrative privileges, you should then be able to access regedit via the run command. Most likely reason access has been disabled is because you have limited permissions to the computer. You only modify the registry if you know how to use a computer (as it can cause serious damage leaving your computer unusable), if that is true then there should have been no need to post this question.
If you limit the user's access privileges by changing their account to a "Limited" status, that might work.I'm not 100% sure...
To change your computer registry, open command and type "regedit". Delete anything you need. P.S. I would not do this!!!!
