Yes, India does have a government, but a very bad and poor one. The Indian government unfortunetly don't care for people from other races. That's why there are a lot of poor people in India.

India has parliamentary style of democracy with bicameral system of government. Lower house is Lok Sabha and higher house Rajiya Sabha. A prime minister is head of government and is elected from Lok Sabha.
The recently conducted general elections in India resulted in victory for BJP. The previous government of INC had developed a reputation of being corrupt. A campaign was also run by civil right activist Anna Hazare against it. The present government led by Narendra Modi is relatively new and is yet to be assessed for its governance. However, Modi was previously chief minister of Gujrat state and is known to have done good work with state's economy. His human rights record is not so great though with thousands dying in Hindu-Muslim riots in 2002 under his watch.
