Pennsylvania's official flag was adopted in 1907. The flag has a deep blue background. In the center are two harnessed draft horses surrounding a shield picturing a ship, a plow, and 3 sheaves of wheat. Above is a bald eagle. Below are a stalk of corn, an olive branch, and a draped red ribbon that reads,"VIRTUE, LIBERTY, AND INDEPENDENCE."

The designer of Pennsylvania's flag is not credited. The design of Pennsylvania's flag is quite simple in theory, with Pennsylvania's coat of arms on a blue background. It was adopted in 1900. In 2007, a bill was established to slightly alter Pennsylvania's flag by adding Pennsylvania on the bottom in gold letters. The bill has not yet been taken up by the state's government.
