No. They do appear that way with their marketing, but they are legitimate and the teachers are real published authors. I am a graduate from the first course and I'm thinking about taking the advanced course. You get real feedback from real authors. If you want to shave off some time from your writing learning curve, it's a good way to go. It's not that expensive either. If you go into real writing websites and look through discussions of the Institute, you'll find a lot of real people that took the courses and saw real benefits.

You have to be careful in dealing with them financially though as in my opinion they are deceitful in some of their practices. They tell you that you can make monthly payments and quit at any time without further obligation, but that wasn't true in my 16 year old daughter's case. After I called to withdraw her from the course they kept on billing me for subsequent months and turned her over to a collection agency. She is only a minor. That isn't even legal.
