This is one of those "It just ain't fair" situations. The tractor driver SHOULD have looked back and pulled to the right to let you pass before turning across the road. BUT if there is a road, driveway, or even a "field cut", it counts as an intersection and passing is not allowed while in or approaching an intersection.
