The security settings for your browser (internet Explorer or other) is set to block that type of pop-up. Some firewall and anti-virus software can also block this but, most will not unless it's made to do so when it is setup by the network administrator.
On Internet Explorer you should see a small warning near the top of the window letting you know something is trying to download. When you see the warning just click on it to get download pop-up menu to appear.
