Well, usually, experts say that it's best to start dating when you actually feel ready, not just because you think it's cool, or you see your friends going out.
But, they normally don't mean at 10 years of age. I think people should wait until their at least 15, or sometimes older, depending on the person.
I also think kids don't know what their doing at that age, and they start exploring things they shouldn't just because they see others doing them.
I think that at 10 you could go somewhere with a boy as friends. You don't have to get serious with boy until you are much older. I recently went to a dance with my best guy friend but we just went as friends ( I am 13 by the way). We say we are bf gf but we are more friends. If you are "going out" at an age this young, it could be very awkward and you could lose the friendship you have with the boy.
