First of all, you don't need a 4.0 GPA to be admitted to Harvard. Harvard considers a lot of things such as extracurricular activties, teacher recommendations, SAT I or SAT or ACT test scores, leadership in the community. There is also a foreign language requirement.
Most colleges will accept both, but you will find that, typically, colleges on either US coast will prefer the SAT and colleges are more inland will prefer the ACT.
To get an admission into harvard, you need between 2100-2300 in the SAT test
