If that is a resting heart rate you should get it checked out preferably by the ER. That would be SVT super ventricular taccicardia or even VT ventricular taccicardia which is very dangerous possibly life threatening. If your exersizing and it comes down it wouldn't cause any immediate damage but you should deffinetly not get that high purposely.

It can be extremely dangerous to have a 28 beat per minute resting heart rate. This is considered well below the normal heart rate for even a very active human. It is probably best to see a doctor to check your heart's condition.

females
There isn't an extremely big difference between male and female resting heart rate but you can certainly notice some difference. Males have a larger body mass causing their body to work harder to pump oxygen and nutrients throughout the body and pump CO2/waste out of the body. Where as females have a slightly smaller body mass, meaning their body doesn't have to work as hard as the males. The result of this is that Females do have a lower heart rate than males but not by a massive amount.
