Traditionally Christmas decorations are not put up until the month of December. In days gone by, the decorations and the Christmas tree were not put up until Christmas Eve but these days, that tradition is not observed and people enjoy the festive feeling of Christmas earlier.
Christmas eve?
No, Santa comes on Christmas Eve, which is the night before Christmas Day.Sometimes Santa will work it out with families to visit the night before christmas eve, if the family isn't going to be home on the days following.

new years
There is no correct date for Christmas decorations to go up. Different cultures have different traditions. Some make Christmas Eve the day for decorating, some decorate over the Advent period (the four weeks before Christmas), and others have no set period. Some also remove decorations on a set date, immediately after the twelve days of Christmas, (counting forward from Christmas Day).
Some people
Probably no sooner than the First Sunday of Advent. I grew up in Ireland in the 1950s and we never put anything up before Dec 15th - which was my eldest brother's birthday. At that time we were usually the first house on our road to have decorations up.
