That depends. If the requirement is for 384mb of system memory, you may not have enough. If it required 384mb of harddisk space then you absolutely have enough as 384mb is much smaller than 14GB.
You can't use all of your system memory to run a virtual machine because then there wouldn't be enough memory for the Operating System that's running the virtual machine to function. For instance, if you have 4 GB of system memory total, and your operating system needs at least a quarter of that (1 GB) to function, then your virtual machine maximum memory would be 3 GB.
4 GB of memory should be more than enough, unless you're doing some heavy picture editing or gaming.
The only reason I can see to purchase the 4 GB system is that you do not have enough to purchase the 250 GB system. The only way it is better is that it is cheaper before you start to purchase the additional memory you will need to play it

No, there is no limit. However, if you have only 1 GB or memory, then you can only download as much as the memory allows. If you have 80 GB you will have just enough to download close to all apps applicable.
