NO. While I am sympathetic to the arguments made by Eccles-Jordan Trigger Circuit, that sometimes the questions on this site make me question our intelligence as a species, over the past 100 years, Americans' mean IQ has actually been on a slow but steady climb. Between 1900 and 2012, it rose nearly 30 points, which means that the average person of 2012 had a higher IQ than 95 percent of the population had in 1900. The current average IQ in the US is 98 points, whereas it was roughly 70 points in 1900.

Note that this does not mean that a significant number of Americans in 1900 were mentally handicapped; the increase of intelligence corresponds with issue-spotting and resolution-mechanisms. Americans today are more educated and, therefore, more capable of spotting problems and conceiving of ways to solve them. It is the same way that Americans, on average, are more efficient in the service industry (which requires issue-spotting and resolution-mechanism) than most places in the Third World which do not have the same amount of education.
There would seem to be some evidence for that in the questions that get asked here.
