All utility bills at the White House (as well as general upkeep, staffing, etc.) are paid for by the US Government, as it is US Federal property and part of the Executive Branch of the US Government.
As normal, the President will continue to pay for any utility bills or taxes or other costs on property that the President personally owns.
This has been the case for a very long time (at least, back into the 1800s).

∙ 11y agoNo, this is a myth, and it might be a phishing scam, where somebody tries to get your personal information by claiming there is some great deal like free rent or free utilities for a month. But it's all fake. No U.S. president, including President Obama, will pay your utility bills.
