Just as the UK does with Bermuda, China gives Hong Kong much autonomy. But, if a country were to attack Hong Kong they would be, in essence, attacking China. Another example is Puerto Rico. Just like Bermuda and Hong Kong, they have their own National Olympic Committee. But the international community does not recognize Puerto Rico as a country but as a territory of the United States.
