A monk isn't a leader.

Answer:

The Dalai Lama is considered the leader of the Gelug School of Buddhism as well as the political leader of Tibet. He often describes himself as a simple Buddhist monk. Most leaders of religious societies which are populated by monks do not cease being monks as they take on the more onerous duties of leader.
