No. The microprocessor is simply a bunch of tiny switches that when switched a certain way process data according to a program. When you turn the power off all the switches are reset. To get the microprocessor to set the switches again it needs to get instructions from somewhere else, usually the BIOS, this is what it is doing when it boots. Only the BIOS and the hard drive retain data when there is no power.

This happens when the computer is ON, but when it's OFF the CPU retain information. Remember Restart and Sleep mode is not TURN OFF
