If you mean CI = carbon-iodide then it's a compound, if you mean Cl (clorine) then it's an element. An element is just one type of atom and no other types (O2, C, Pb, Ag etc...) a compound is two or more types of atoms together (NaCl, CO2, H2O) etc.
