Is the show Doctor Who good or bad?

That is entirely up to your personal preference. Furthermore, the classic series and the newer ones that have come out are different in tone, style, actors and production. Someone curious about it might try watching a bit of both, if they can, before completely dismissing it as bad.

Is the character of the Doctor a well-rounded one or does he fall flat and is nothing but a mere plot device or deus ex machina?

The writers of Doctor Who have always done their best to make the Doctor a character of many facets and much depth and mystery. It's part of what makes this show interesting to viewers. Doctor? Doctor Who? We do get glimpses, some longer than others, into his thoughts and feelings and past and what we do see fleshes him out and makes him that much more a dynamic character rather than a static one.

Is the Doctor a morally good character?

One of the things that matters most in character is intent. From the very beginning, we find out that he is an exile or a runaway and that he took his granddaughter with him. This tells us that he is not a typical example of his kind. Later, we learn that not only was he a Time Lord but he was a renegade Time Lord. Renegade Time Lords are those who take off on their own and do not comply with all of the rules of their society. Those like the Doctor wanted to travel and go and do as they pleased without doing that much harm at all, those like the Rani wanted to be able to gain and utilize knowledge without the forced restrictions of ethical experimentation laws and then there were those like the Master who sought power and control. Eventually, the Doctor chose to use his abilities to help people all over the universe. He became a vigilante, more or less, like many superheroes. However, there are times when the way he does things could be interpreted as doing the wrong thing for the right reason, especially when there is no choice but to do just that. In this way, he is morally ambiguous but leaning towards the side of good, naughty but nice.

Is the Doctor good or bad at what he does?

Mostly, yes. There have been times, moments of difficulty, when he seemed not to do the right thing in the right way but he always tries. That is what counts.
