After Voldemort fell, Snape was used by Dumbledore to keep a lookout in case of Voldemort's return, as well as to keep an eye on the remaining Death Eaters not in jail. Once Voldemort returned, Dumbledore had Snape serve Voldemort, yet he was to rely the info back to Dumbledore. Snape being a servant of Dumbledore is very easy to miss in the books and the movies. In the Half Blood Prince, when Snape kills Dumbledore, it was due to the fact the Dumbledore had arranged for Snape to kill him, if Harry was to kill Voldemort.

When Lord Voldemort asked Dumbledore for a job, he was still alive.
Yes. Albus Dumbledore had powers and wisdom Lord Voldemort could only dream of. However, Voldemort also knew things Dumbledore didn't or that Dumbledore would never use. Dumbledore's understanding of love alone makes him more powerful than Lord Voldemort as his failure to understand led to his downfall on multiple occasions.
Dumbledore suggested this because Harry had been having dreams which were actually small glimpses of what was going on in Voldemorts life, like little flashes of heat when Voldemort was angry. Dumbledore was afraid Harry was going to become a little like Voldemort or be influenced by him, so he wanted him to learn how to close and defend his mind.
Dumbledore never tried to kill Voldemort because he always had a hope that Voldemort had good in him and that the good would eventually win. He believed that he was more likely to win the war and help Harry by doing good and not causing harm. If he attempted to kill Voldemort, then he would be no better than Voldemort.
In the end, he's loyal to Dumbledore.

Mainly, Albus Dumbledore wanted Lord Voldemort to be convinced that Severus Snape was loyal to him (Voldemort). Prof. Dumbledore was going to dye soon anyway, due to a curse which couldn't be contained.
