Dumbledore never tried to kill Voldemort because he always had a hope that Voldemort had good in him and that the good would eventually win. He believed that he was more likely to win the war and help Harry by doing good and not causing harm. If he attempted to kill Voldemort, then he would be no better than Voldemort.
Dumbledore is the only person Voldemort was ever scared of, Voldemort never came face-to-face with Dumbledore and by the time Voldemort was in a position to be killed Dumbledore was dead.
