Yes, most of Europe is in immense debt. However, there are some countries with no or little problems at all. For example, Liechtenstein has no doubt, period. Another example is Russia, who is only in 33% debt.

I would think so - debt is debt no matter where you live. One can't simply run away from this and never be expected to pay. Worst case is that you might be denied entry back into the states again until the debt was settled.

If you have any assets in the US. Such as real estate, it can be seized and sold for payment of debt. If there are co-signers or co-debtors, they will be held accountable for the debt(s). And the same process of collection can be used toward them.
