In the grand scheme of Japanese Role Playing Games (JRPGs), Final Fantasy XIII is a good game. Many people absolutely love FFXIII and many others strongly dislike it with few in-between opinions. On Metacritic, FFXIII is one of the more poorly reviewed games in the series. (metacritic of 63 for the PC re-release and 83 for the original PS3 release, while the rest of the main entry games tend to get 90+ scores on metacritic... FFXII - 92, FFVII - 92, FFX - 92, FFIX - 94)
Personally I was very disappointed in Final Fantasy XIII. It just didn't feel like a Final Fantasy game to me. The classics of the series for me personally are IV, VI, VII, IX, and X. The sequels to Final Fantasy XIII are also heavily divided amongst fans. While I strongly disliked FFXIII, I actually quite enjoyed FFXIII-2 and Lightning Returns. So, everyone's individual preferences will vary and I always suggest gamers to give the games a try themselves if they are interested in the game.
Although this question results in a mostly opinionated answer, I'd have to say that Final Fantasy XIII is a greatgame. Final Fantasy XIII has the most stunning graphics that you've ever seen. Combine that with the re-vamped Active Time Battle sequencing, and the amazing storyline that only Square Enix could bring us and you've got yourself an AWESOME game. (thats MY opinon)
On a statistic-based level, Final Fantasy XIII was given excellent reviews with critics praising the Active Time Battle system, the CGI and the soundtrack/in-game music. Japan's Famitsu (a strict video-game rating company) Gave it a 39/40, which is very uncommon for the company to do. Dengeki(another Japanese game-rater) gave Final Fantasy 13 a score of 120/100 because "...a score of 100 just wasn't good enough"
So, after all, I suppose that it's up to you to decide if the game is 'good' or not. I recommend buying it ASAP if you can because it truly is an excellent game.

If you don't mind the fighting, the strange graphics, and the fact that it's an RPG, then yes, it is a good game. If you hate one of these things, you probably don't want to play.

Final Fantasy X-7? no. there is Final Fantasy 10-2 which is the sequel to Final Fantasy 10 (and is the only actual sequel in all of the final fantasy games) and there is Final Fantasy 7, but there is no Final Fantasy x-7. the games may be made by the same people but do not relate to each other in anyway other then the fact they are Final Fantasy.
