No.
A 4.5 GPA is good enough to graduate and go to an IVY graduate school.
Your GPA isn't the only thing schools look for. Even a 4.0 (or 5.0 if your school is on that system) will not guarantee entrance to an Ivy League school. Likewise, there is no exact "cutoff" which will instantly disqualify you from entrance. With enough extracurricular activities on your application, you can get into any school with a non-perfect GPA.
Most public state universities and some private universities. Ivy Leagues and highly selective private universities depend on other factors besides a high GPA, such as SAT/ACT scores, extra curriculars, etc.
One of the Ivy leagues in the USA.
UGA
Its great. Highest unweightned gpa is 4.0 so if you have a 4.5 it means you have counted the ap courses, thing is that the colleges dont look at the weightened gpas so if you want to get into a ivy league school with an unweightened gpa I say 3.8 and higher.
most will be ivy leagues. but if you have the grades then i would look at Cornell, Brown, Datmouth, and Columbia. Harvard is pretty good also.
It depends which school.

Each college is different. You can look on their websites under the "Admissions Requirements" pages. Generally, a 28 or higher for well respected colleges. Ivy Leagues you have to be in the 30s. But GPA and awards are also taken into consideration during the application process.
