Yes! Grasshoppers are Locust, and locusts are explicitly halal. Sometimes Cicadas are confused with locusts. Sometimes they are both refereed to as locusts in English. I am not sure if they are halal. "I fought with the Messenger of Allah (Allah bless him & give him peace) in six or seven battles, and we used to eat it (locust) with him. " (Sunan Abu Dawud, no: 3806)

I think it's Haram it is an insect. But at the same time Locust is Halal I know that for a fact. They are both the same almost but I still think grasshopper is haram I would stay away from grasshopper but Locust is ok.
