King Hammurabi led Semitic speaking invaders from the Arabian Desert and entered into southern Mesopotamia around 1900 BC BCE. They conquered other city states in the Tigris Euphrates Valley and formed the Babylonian Empire. They adopted and built upon the preceding Sumerian culture.
Guided by Hammurabi the people recorded their laws and customs. It would be difficult to classify their functions of this as a "decree". It is important to note that this became the oldest legal system of its time.
What the code reveals is:
A. a stern system of justice; demanding severe punishments for crimes;
B. it established a sharp division of people classes, it showed that crimes against the higher classes deserved harsher penalties then crimes against the common people;
C. it demanded fair treatment of women; as example, women were permitted to own property and conduct business as did men;
Based on this the Babylonians marked off their place in ancient history. The Babylonians made progress in areas of astronomy & literature.
Their empire is said to have lasted until about 1700 BC BCE.
