Most economists will say that the economy of Iran is a mixed one. With that said, it must be remembered that there are varying degrees of these types of economies. In the case of Iran, all parts of the economy must not display characteristics that do not contradict Islam. Islamic clerics control the politics of Iran. These clerics want the economy to prosper as long as Islamic values are not damaged. Thus, yes Iran has a mixed economy with certain caveats.

Turkey: Advanced Market Economy which is supported by it's people, not oil or other resources. Iran: Hybrid Command-Market Economy supported by oil and industry, but currently floundering under international sanctions.
Economics is part of the public and private part. The current Iranian economic system is very similar to that of other Middle Eastern countries. It is primarily capitalist, but with state intervention as concerns schooling, health, and other typically public departments.

Nowadays - very few. Command economies still exist in Cuba, Libya, Saudi Arabia, Iran, N. Korea and Burma. Command, or control, economies are not as flexible, efficient or responsive as market based "free" or "mixed" economies and have largely been proven unsuccessful. China, Russia are examples of command economies to benefit the collective rather than the individual for ideological reasons. Iraq under Saddam Hussein was an example of a command economy based on the whims of a dictator who wanted to control every aspect of his country's life.
