Iraq was a relatively strong regional power. Until the American Invasion in 2003, Iraq was the most powerful Arab Nation after Egypt and when Egypt signed a peace treaty in Israel in 1979, Iraq became the de facto leader of the Arab World. However, since the American Invasion, the Iraqi Army is relatively weakened and now the Iranian Revolutionary Guard is the stronger power in the area. Iraq has become increasingly weakened by the invasion of its territory by ISIL in 2014 and the effective partition of the country.

A note on the previous answer, Iraq never defeated Iran, Israel, or the United States. The Iran-Iraq War was settled by mutual ceasefire and Iraq was forced to come to the table when their own creditors refused to back them. Iraq has never entered an engagement with Israel in which it emerged victorious, since Israel won all of its wars with Arab States (the possible exception being the War on Hezbollah in 2006), but specifically the Arab Israeli Wars of 1948-9, 1967, and 1973 in which Iraq and Israel fought against one another resulted in Israeli successes. In 1991, Israel did not retaliate for the scud missiles fired at it at the United States' behest, not out of fear or inability. Finally, the United States crushed the Iraqi Army in 1991 and 2003 and only left the country in 2011 after the American administration was satisfied that Iraq could maintain its own infrastructure.
