Eastern Europe is 'poorer' than western europe, during the war they were helpless and were taken over by Germany or the Soviets, with the fall of both empires countries taken by Hitler and Stalin suffered and were left to fend for themselves. The countries in the East have started to pick themselves up in the recent decades and they each support their neighbours,places like Azerbaijan are not as poor any more and it fact some of the more developed cities can be found in Eastern Europe.

Germany has the largest economy in Europe, however it is not a world power. The US is currently the only world power and will remain so for some time. The European Union is labeled as a potential world power, in which contains Germany and 26 other European nations, however, is not a country. Germany is labeled as a Regional Great Power, meaning in its region (as well as all of Europe) it is very powerful, however, not truly to a world extent. However, I do not agree with this as Germany has the fourth largest economy in the world and is very powerful economic wise. However, Germany does not have that large of an army, although they too are quite powerful. France has the second largest economy in Europe, however, it too is not a world power. It too is also listed as a Regional Great Power, but being less powerful and influential than Germany. The UK has the third largest economy in Europe, although it also is not a world power. However, it is the only country in Europe (not including the EU) to be considered a Global Great Power, and is currently listed as the third powerful country in the world. This isn't mainly due to its economy size but more to its military power and influence upon the world due to its past empire.
