No, Jinzo is not listed as a Fusion Material monster for any Fusion Monsters.
However, it can be used as a Fusion Material monster in the Fusion Summoning of Chimeratech Overdragon and to Special Summon Chimeratech Fortress Dragon.

Yes, there are many Fusion monsters that do not need specific Fusion Material monsters. Basically, if a Fusion monster does not say "This monster can only be Fusion Summoned with the the listed Fusion Material monsters", it can be Fusion Summoned using one Substitute Fusion Material monster and the other required monsters.For example, "Blue-Eyes Ultimate Dragon" does not state you must use the three "Blue-Eyes White Dragon"s listed, so you can use one Substitute Fusion Material monster. "Chimeratech Overdragon" is special because it states you must fuse it using one "Cyber Dragon" and any number of Machine-type monsters. You can use a Substitute Fusion Material monster in place of "Cyber Dragon", but you cannot replace any of the Machine-type monsters with one.

After sending the Fusion Material Monsters to the Graveyard, take the appropriate Fusion Monster from your Extra Deck and play it onto the field in either face-up Attack or Defense Position. Finally, place the "Polymerization" card in the Graveyard. Remember that in order to use a Fusion Monster during a Duel it needs to be in your Extra Deck. Since Fusion Summons require specific cards, be sure and include those necessary cards in your Main Deck!

You use it to summon a Fusion Monster, which has listed as one of its Fusion components, a Synchro Monster. So let's say you have a Black Rose Dragon in your graveyard and DD Warrior on the field. Can a monster be special summoned from the graveyard without being properly summoned?
If the monster is a 'special summon only' monster, then it can be revived from the graveyard by cards like Monster Reborn, only if the monster was properly special summoned by the listed methods. In the case of Fusion Monsters who can't be Fusion Summoned (XYZ fusions, Gladiator Beast Gyzarus), then simply following the text is enough to count as properly summoning it. Examples of 'improperly' summoning them would by Cyber Stein, and Starlight Road, as these do not Fusion/Synchro Summon. If the monster says 'cannot be special summoned except by', then there is no possible revival from the graveyard except in the most specific circumstances (Level Modulation), and even then, it must be properly summoned first. Lastly, if the monster has neither restriction, then it does not need to be summoned properly first, these cards can be discarded and Monster Reborn'd freely.
How do you know what Yu-Gi-Oh monsters fuse togethere?
Look at your Fusion Monster that you have, and the fusion material list is listed on that card. For example, The Ultimate Blue Eyes White Dragon is a fusion monster. Look on the card and it will say that the materials are 3 Blue Eyes white Dragons.
Can skyscraper 2-hero city effect work with elemental hero fusion monster destroyed by battle?
Most, Elemental Hero fusion monsters say they "cannot be special summoned except by...." which means that's the only way for them to reach the field. Monsters that say "can only be summoned by" have to be initially summoned by the listed method, but after that, can be reborn using cards like Monster Reborn. But even if you use the listed method initially, the 'except by' monsters cannot be special summoned from the graveyard, by cards like Monster Reborn, or Skyscraper 2. So you'd have to look at the specific Elemental Hero's text - almost all are 'except by', a notable exception are the 'Neos' fusions.
