How you separate one from the other is that not all Jews believe in God. For those that are atheists, Judaism is a culture. For those that do believe in God, it is a religion.

It is a similar case for Buddhists: For those that are atheists, it is a philosophy, but, for those believe in the various Buddhist deities, it is a religion.

As a result while there are certainly religious beliefs that unite Jews such as monotheism, the Torah's sacredness, and the particular holidays, there are also ethnic components such as societal interactions, common history, and artworks, cuisine, language, and philosophy. All of these ethnic components can easily be called a "culture". Separating them, contrary to Answer 1, is no more difficult than separating modern Greek culture from the Greek Orthodox Church's beliefs.
