Judge Martha C. Warren (formerly Judge Martha Warner) was appointed by Gov. Martinez, a Republican Governor, who tried to limit abortions while in office back in the 80's and 90's. This would lead me to believe that she's probably pro-life. No, a pro tem judge cannot sign a search warrant. Only a judge with the authority to issue search warrants can do so. A pro tem judge is a temporary substitute judge who fills in for a regular judge and has limited authority.
