Probably not. Although HerculesKabuterimon's profile in the Digimon Dictionary states it evolved from the data of both Kabuterimon and Kuwagamon-related Digimon, the anime has the habit of not following these profiles to the letter because doing so would limit the creative capability of the writers. They usually choose to do it or not depending on the result they want to achieve.
If Izzy was supposed to evolve his partner to the Mega level in the anime I could see them ignoring this part of the profile to make it easier to write.
That's what happened in the PSP game of Digimon Adventure, which is based on the events of the anime series. Here Tentomon merely evolves to this form without needing to absorb any kind of Kuwagamon-species data. It is highly possible something similar would happen in the anime if it happened to be necessary.
